The RX 480 apparently has 12.5% more steam processors, 21% higher memory bandwidth, 21% higher base clock, and a 5% higher boost clock so it should be about 15-20% faster as well compared to the RX 470.
RX 480 = 5.8 GFLOPS
RX 470 = 4.9 GFLOPS
RX 460 = 2.2 GFLOPS

Full Polaris 11 is 16 CUs. The RX 460 is 14 CUs
The RX 470 will definitely be twice the performance of the RX 460. It is an odd value proposition considering that the 4GB models are going to supposedly be ~$20 apart...Edited by Slomo4shO - 7/27/16 at 3:47pm
