try to uninstall any such programs : gaming evolved app, desativate overlay on steam. Also other "gaming" oriented apps can hav an overlay (like teamspeak / vent)

anyway just quit all programs (even antivirus) before to launch the game and see whats happens

Everything memory-related is stock. And yes, I track temperatures and powerdraw, the voltage is lowered. 930mV is in Wattman, that's not the real actual voltage due to LLC, but the difference is the same. Real stock voltage is also not 1125.

You may also have some corruption going on in the driver files or Direct X files.

Seeing as the issue persists across installs and cards, it can only be an issue with the remaining parts.

I know the powersupply has a design issue handling sudden input drops and doesn't meet the atx spec of what was it? something like 9ms of capacitance to smooth out such things? My power is pretty good and such occurrences are rare here. But it's the only powersupply that's at least 850 watts that fits with my watercooling setup. ST85F-GS 850W

On a side note the blanking screen on the login was fixed when I put the voltages for the cards to the defaults used in my Sapphire reference card. The Asus reference card had the voltage maxed out for some reason.

I have slow rural wireless internet so it'll be a few hours yet before I can test the card in another computer.

If that is true, it should be some software you are running. Do a manual installation of the drivers, skipping the RSC/Raptor installer.

If you have memory settings at stock (1000mV) your core voltage will not drop below that VID while memory is in its performance state.

I've had raptr un-selected in msconfig/task manager startup forever. Same with Plays.tv. Last amd card too. It's always been a bit buggy. I did try JC3 on a fresh load of windows before loading antivirus, so I don't think it's that. The only things selected in startup right now are Radeon Settings and RealTek HD audio Manager. RivaTuner statistics server is installed but it wasn't running. The corruption in the other games looks nothing like an overlay problem. It's more like digital noise and blanking black texture flashes.

Other than AVG services and a few intel and one amd service I have all 3rd party services un-selected in msconfig. Oh and steam. I need that to run the game.

It happened both on my old windows 10 install and my new one. The new one is after the anniversary update. so it happened before and after that. By sometime tomorrow maybe we'll know. I'm loading ROTR first. I'll load JustCause 3 2nd on my other computer. I'm on a 6 Mbps connection so steam is slow. I don't want to just move the install files over in case it's a bad install. When I reloaded my OS I didn't touch my data/steam drive. Though I've re-downloaded other games I've had problems with.

On a side note. My 2nd card's asic is 75.7 and the memory only ocs error free at 2135. So that will limit me when I finally go crossfire.

For giggles I tried it with Raptr and Plays.tv turned on. No change. I completely uninstalled Raptr and Plays.tv now. No change. I also disabled Steam overlay. No change. I've tried it with and without RTSS. That's all my overlays. As far as I know.

DXMD gets a TSAA issue where the textures black out. Maybe that's all I'm seeing in DX12 is that issue momentarily popping up here and there. It's unplayable in DX12 anyway as the stutter is terrible. It's way smoother at only 2 fps less in dx11. Visual quality is identical.

I'm having issues with ROTR right now. On stock on a reference card I get 50.3 fps dx12 on very high preset and ssaa2x. V-sync off, 1080p 16.9.1 whql driver. I don't have my OC score right now as I said I'm having issues. In the benchmark at that setting I get a light color square in the lower left. Digital noise pops in and out of that square and right above it in a quasi-checkerboard pattern.

With SMAA and the same very high pre-set settings I get 68.2 fps and the funny checkerboard light colored square is gone, but everything is kinda muddy and aliased.

With FXAA things look a little better than SMAA and I get 72.88 fps.

Again that's on stock settings. The ASUS card has odd stock voltages and was set the the max oc voltage on stock speed out of the box. I manually loaded the voltage settings from my Sapphire reference card. I didn't undervolt or oc. As this affects the powerlimits and therefore the performance I thought I should note that here. My other reference card is on full cover water with a 14% OC. It scores better but it's not in the system right now. Both my video cards get that weird issue with SSAA2x and ROTR.

edit: I'm currently running stock on my processor and ram. I was getting a little higher with my oc. As i said I'm troubleshooting so stock is an unfortunate necessity right now. It's stock i7 4790k and 1600 9,9,9,24,1t on memory right now. My oc is 2200 10,11,11,24,1t. I've been running 4.8/4.5 core/u-core, but used to run 5.0/4.2. I'm running 4.0/4.0 right now with all c-states and power management on defaults. I guess I'm trying to say is that's the score on a partially janky computer with everything set to stock.

You're having weird issues :/

Either way if you're wondering, I get 84 FPS in DX11 bench on my sig rig. Just for comparison.
