I would love to be able to buy an AMD CPU that can out perform a GTX 1070 for the same price, but it's not going to happen for a while.
I had a reply fail... sorry. Anyway, not sure what your trying t accomplish with an i'm not a flamer but here's my flame type comments. Again, put my 480, which I purchased for $200 after amex rebate, that is overclocked to 1435 against any average 1060. Especially in the games I'm currently playing. Currently I'm playing Quantum Break. 480 kills 1060 oc to oc in that. Add in the ability to crossfire and an extra 2 gig of vmem and the decision isn't quite as clear cut as your making it out to be. I don't regret it. Any graphics card I buy needs to have a full cover block available. Last I checked 1060 didn't have one. Maybe that's changed now. I don't know.
There are rumors of a zen processor with a vega class integrated graphics and HBM2 coming out next year for servers. Not sure on the price. Why do you want integrated graphics "cpu" to beat the 1070 again?
