Is cpu usage under 80% normal when gaming?

Hey guys built a system with a 6700k and a gtx 1070 - I noticed when gaming that my CPU usage rarely goes past 80%. Is that just how a particular game could be optimized?

I also notice my GPU usage doesn't get to 99% often in games either, was wondering if maybe there was something throttling or maybe I have a setting incorrect in the bios that I'm not aware of.

I'm coming from a 3570K system and I feel as though that my cpu and gpu usage in that system was typically at 100% on both the CPU and GPU when gaming. Just making sure I'm getting the most out of my hardware and it's not sitting there giving me half the power it could.,

Sounds normal.

Now that you're running an i7, you have hyperthreading, meaning you have 8 threads. 100% overall CPU usage = all 8 threads at 100% load. Hardly any games utilize 8 threads, let alone fully loading all 8.

If I had gotten say a 6600k, would the 4 threads from that typically under 100% use?

It is very normal especially if you have vsync or a frame limiter on. As long as the game delivers the expected performance I would not worry at all about GPU usage.
It will only max out if you either reach the limits of the GPU or if you run with uncapped frames.

If however you fail to get performance you expect or does not keep whatever frame lock you have while still being significantly below max load, then that suggest either CPU or something else bottlenecking the card or the game not being that optimized.

on i7 with HT on I'm rarely hitting that 80% load. In most games it stays between 30-60%.
