I still think this budget is better suited for an AMD build. If you want to stick with Intel, consider refurbished or secondhand parts to get a little more mileage out of the money.

They're on newegg, but out of stock atm. They sold out like crazy when the news got out that the early 4GB ones are able to be unlocked to 8GB.

The 1060 isn't available yet either, hard to say if there will be any even close to $250 when they launch.
Edit: NCIX US has one for $270 but its a very basic zotac model.(Not available yet though)

Edit2: Here in the EU you can get an asus turbo 1060, with an 8 pin for the same price. So I suppose better stuff might pop up on sites like NewEgg.

What resolution and refresh rate will your friend be playing at btw?

1080, and 60 or 120 hz depending on if he upgrades his monitor.

waitiing for a custom RX 480 is a better choice, the RX 480 at 1080 could be closer to a 1060 in DX11. but ahead in most if not all DX12 games

I think regardless of the benchmarks, a GTX 1060 is going to be too expensive for this build. An RX 480 is about as much as I would want to spend on a video card with this budget and only if it doesn't cost more than $200. You're making too many concessions elsewhere by spending such a disproportionate amount of the budget toward the graphics card, at least in my opinion.

i mean he might go up to around 600 or 550, i dont think 1/3 of the pc on the video card for a budget build is too much is it? i mean to upgrade the ram and mobo is going to make me out of budget even if i skimp on a video card. getting a mobo to handle more than 2133 is in the 100's atleast.
