Nvidia "Display Scaling" -- can you get it for laptop displays?

So there are workarounds on the web showing how to get the "Display Scaling" option back in the Nvidia Control Panel, but I can't seem to reproduce the effect using those procedures. Could it be that laptop displays don't have scaling capabilities of its own?
