6950x doesnt clock well even by haswell E standards. Unless you need it for some other application, I personally wouldnt bother. x99 system is aging, better to jump on skylake E.

For future proofing, just buy it in the future. No need to rush into a dying platform now unless 4 cores just aint enough for you now.

I am happy with my 5960x and probably keep it until at least skylake E/cannon lake E.
