While this seems like it could be plausible at first glance for consumer cards, when I think of Nvidia's Scientific/Supercomputer GPU contract business lineup of Tesla/Quadro it makes no sense at all from a timing standpoint as Pascal is just barely getting it's legs under it.
The only plausible explanation I can think of would be if they pushed out the gaming chips first for Volta (ie no DP units), with HPC stuff to come later. And in the meanwhile they'll just push GP100 based Pascal cards for the HPC market.
In a way kind of like what happened with Kepler after Maxwell released. Since the entire Maxwell family lacks dedicated DP units, they had to keep pushing those K20(X), K40, and K80s to keep the HPC segment happy.
