4 pin fan PWM or DC mode?

I have bought 2 Vardar F3 120 fans to replace the Corsair SP120s that are starting to fail with motor noise, the fans are plugged into the CPU_Fan header which is 4 pin PWM however the Vardar at 25% fan speed runs at around 1000RPM whereas 25% fan speed on the Corsair SP120 only runs at around 500RPM which I want during idle however running the Vardar using DC mode instead of PWM allows it to drop down to as low as 300-400RPM so I'm wondering is it bad to control PWM fans using DC mode?

Shouldnt ever be any issues, just a different way of controlling the fans. ive been doing it with my fans in my system and i havent had any issues. hope this helps a bit.
