7870 Overheating in Overwatch

The general problem: When I play overwatch, my GPU temp (according to the game's monitor in game) spikes up to 90-100 very quickly. As I play, it hovers in the mid 90s and eventually crosses 100. Once that happens, I'm guessing it throttles because the temp is essentially capped at like 60C and I don't get more than 70-80 FPS (Normally I get around 120-140).

My set up is as follows:

i5 3570K @ 3.4GHz
MSI 7870
Asrock Z77 Extreme4 mobo

Previously, I was using an OCZ ModXStream 600W power supply but just 2 days ago it failed (computer wasn't turning on). I got a Corsair RM750i and just installed it, and also re-set my ram and got the computer to boot again.

In the past, I had no issues getting high FPS (I run the game on the absolute lowest settings, VSync off, FPS capped by display). But ever since installing the new PSU, I noticed that in overwatch after a while I got really poor FPS and it was, from what I could tell, due to the video card overheating (see above with "General problem" for details).

I've tried to play TF2, CSGO, Wolfenstein the New Order and Bioshock and in all those games the temp doesn't cross 60C. I also tried running a GPU stress test using Furmark and there the temp didn't cross 65C.

To isolate the CPU, I ran a stress test using Prime95 and it didn't cross 60C and ran fine. (I never overclocked anything on this computer; running on stock).

I've tried doing a clean un-install and re-install of the latest drivers (Crimson 16.3.2) but that didn't do anything either.

Does anyone have any thoughts? Is this a power supply thing? Is there a setting in the BIOS that I'm missing? When I replaced everything, I even dusted/cleaned the computer and from what I can see there aren't any cables obstructing the airflow from the GPU...

If anyone has any ideas I'd really appreciate it. I don't know that it's safe or normal for the card to hit such high temps consistently in this game, and it's really frustrating with all the performance drops. It's just confusing because this problem never happened before with the old PSU.

EDIT:

I play on all-low settings.
Right now I'm trying to re-install the game but am not sure if that'll fix anything.
I guess after that my next move would be to take the GPU out and re-apply the heatsink with new thermal paste, right?

Are Wolfenstein and Bioshock using full GPU? They are slightly old games, so it may be that your GPU has never had to run at full capacity until you got Overwatch?

Well, I play overwatch on all low settings, and previously (before updating the power supply), I don't think it hit temperatures this high. I don't think Wolfenstein and Bioshock are using full GPU, but the stress test with Furmark did and with that, the temperature never crossed ~65C
