Using USB-C Port to display 4K via HDMI input on large TV

Would really appreciate some help.

My Dell XPS 13 has a USB-C port (that's it besides UCB 3.0 ports).

My DREAM is to have one dock that has 4k HMDI 2.0 (60hz) output, 2 USB 3.0, and and ethernet. However I can't find it anywhere. All of the docks either have HDMI 30hz 4k, or aren't docks.

Questions:

1. Is 30hz really bad for an external monitor used to watch youtube videos, Twitch, movies, etc and sometimes type on internet pages. My main browsers will probably be my laptop.

2. People say that 30hz (or even 48 or lower) can cause eye strain. How is this true? Aren't most movies and youtube videos 30hz?

3. finally, anyone know where I can find that dock described above?

Personally I find 60hz hard to use for long periods of time since I got 144hz monitors. The difference is noticeable. Based on that I'd say 30hz would give me a headache, but I'm just taking a stab in the dark!

I guess when you are playing console games you are watching 30fps content on a 60hz monitor - and it doesnt look too bad. But maybe the 60hz refresh allows extra smoothness on 30fps content.

In terms of the dock, http://www.belkin.com/us/p/P-F4U085/
this thunderbolt dock from belkin looks like it might do what you want.

you can get a usb 3.1 -> thunderbolt adapter, although again, I have no exp. with this, but I can't see why it wouldn't work.
It looks like it has hdmi so you should be able to get 4K @ 60hz with some color adjustments (i think)
