Thanks for the help.

Bonus question: Anyone know where I can get a USB-C to HDMI 2.0 cable that works? Hdmi 2.0 is the only connection that works for 4k at 60HZ right?

A 30hz monitor should be OK for watching video. Most video is around 24-25fps. I think it'd feel noticeably sluggish, but it wouldn't be unusable. I have no personal experience though.
