Well, I wouldn't call the OC perfectly stable if it crashes in Prime after 2 minutes. You can try it in real-world testing, and if it's stable for you, awesome. I would expect crashes at some point though, if it failed one intensive test after 2 minutes.

Should you replace your cooler? If you want to OC higher, or cooler, then it would seem like it would be a good idea. However, with the loads you're pushing now, it seems to be okay. Barely.

If you do get another cooler, getting some good thermal paste like Arctic Silver would be good. It's not worth buying new paste and removing your current cooler just to apply slightly better stuff. You could try to put a second fan on your current cooler, which my help temps a little.

Your vcore is pretty low for your clock speed, but you shouldn't need to change much for this level of OC. I don't know if you have changed Load Line Calibration. It may be better for stability if you make sure it is on.

Right now, your temperatures are acceptable for the chip. I would expect them to be a little lower at 1.055v, but your cooler just may not be that great. You can try running your current overclock, or try keeping the same 1.055v and backing off on the clock to 4.0GHz and see if it is more stable in Prime. I would expect keeping voltage the same and lowering clock would help your stability. Temperature might be slightly lower too.

If you want a better cooler, you can get very solid options anywhere between $50-100US. Corsair All-In-One liquid coolers (such as H110i) and the large Noctua coolers (like the NHD14) seem to perform well.
