Unless nvidia will include legacy GPUs in non legacy drivers for no apparent reason since they will not be getting any optimizations whatsoever. To be honest I am confused myself. Who knows what legacy drivers are exactly in this case?
Well, considering those with a GTX 480 can still go ahead and install the latest driver out right now, I guess being a 'legacy card' can't possibly mean that no future drivers will be compatible.
Unless, that is, they've just now decided to discontinue support of Fermi, Kepler and Maxwell in one fell swoop, because why not?
