not only that, but you could track poke'mon by location on the nearby chart with top left being closest and bottom right being furthest. When you got them close enough the 3 footprint became a 2, and from that point they were <600m away.
they had an optional update that broke it a few weeks back, but if you put it off it worked fine. Until about 2 weeks ago when the game stopped working if not updated, and at that point it no longer worked for anyone. 3 step glitch is what it is refereed to above.
I started playing on July 12th, within the first few days the tracking system no longer worked for me.

I'm level 21 and have noticed no uptick in pokemon fleeing. They do seem to come in waves though.

Your quality of throw matters more than what ball you throw from what I can tell. Last night I had a 1128 tangela get out of 4 ultra balls, I had no more great balls, got an excellent throw with the first regular pokeball and caught it.
With no more pokevision, and still no tracking it's quite frustrating, especially since they changed a lot of spawn points. But my most frustrating experience is when it can't find my GPS location, which happens all the time. Then it will "find" it, and it shows me several blocks away from where I actually am.
Removing footsteps because they're broken, and removing battery saver because it causes the game to freeze are the worst "fixes" I've ever seen. The game is slowing down tremendously at this level, and it's really starting to feel like niantic is an awful developer. They need to hire the people from the silphroad to help, people there have written code that would fix the step bug and offered it to niantic with no response. To me it feels as though they are completely separated from the community
