Vulkan's fate on PC belongs to game developers. But Google seems to be 100% behind Vulkan on Android and many Android game makers seem to like that direction.

There are several IHVs within the Vulkan working group developing a Vulkan renderer.

vulkan is irrelevant for it (and is still in experimental/beta stage)

The main reason for porting DOTA 2 to vulkan was the sizeable improvements to latency.

In addition to that, some custom maps will significantly benefit from Vulkan due to having much higher numbers of units on the screen.

Dota 2 is CPU bound, you need highly clocked i5 or an i7 just to maintain 100fps:

So yes you can run it on a potato but it will suck.

More hats = less fps, Valve is trying to solve this I think.
