Problem when trying to limit FPS with RivaTuner

I have a 60 fps monitor and I've tried to limit the fps from 60 to 70 in RivaTuner, but it always results in a lack of smoothness and micro-stutter. So far I only tried it in CS:GO, and my GPU is GTX1060. Does anyone have same issue when trying to limit FPS, and is there a way to get RivaTuner to do it properly?

Monitors don't measure fps really, so you probably have a 60 hz monitor. When you limit the game to 70fps it breaks vsync. Non-vsynced games have more issues in a way, most usual tearing. However I suspect you are having dpc issues. Google geforce 1080 dpc problems or something. Also you shouldn't limit csgo, it's one of the few games where you will get worse performance from limiting fps. In fact I can't remember another one that I have tried that I ever tested.
