DDR3 2400 CL11 or 10 will give you a few fps increase over 1600 CL11 in min/avg esp if you're cpu bound. That increase might be enough to keep it at above 60fps in 4K

But i dont think i will be cpu bound in witcher 3 and rise of the tomb raider, project cars (crysis3, far cry 4 soon) Right? Others games i playing now never drop below 60fps on 4k. Thanks for answer

You WILL be bottlenecked some in the new Tomb Raider. Project Cars with max cars and full on thuderstorms wreak havoc on some CPU's.

I really doubt you are going to see any noticeable effect on FPS from a new mobo and faster system memory. At 4k you are not likely to be CPU bound very often. I would think it a waste of money to upgrade mobo and memory just for 1-2 FPS tops. But its your money...
