That's because board partners were able to price their cards UNDER the Founders Edition MSRP. Big difference there.

As I said in our review: I think AMD popped out the RX 480 4GB as a kind of limited-run product in an effort to muddy the waters against the rumored GTX 1060 3GB. In addition, something seems to be going on with their production capacity since they can't seem to keep these things in stock and board partners are starting to complain directly to the press that they're getting next to no restocks on the cores.
Now they are faced with a situation where their RX 470 is at $179 - $199 price points seem overpriced because they are being placed up next to a card that (IMO) may not have been part of AMD's initial roll-out plans. In addition, these are still Polaris 10 cores so their actual cost to board partners isn't insignificant. As such, that $10 - $30 premium for custom cards (which is a usual upcost) now looks completely out of wack.
As for why there is a bunch of tiptoeing around these points in some reviews....I really don't know.
