Is my CPU E6500 or HD5770 doing the decoding 4K video job?

I was using the video player PotPlayer 64bits to play 4K video. The video is ok smooth, while the cpu load is almost closed to 100% while the graphic card would turn up its core fast and memory to maximum, and the gpu temperature round 50 degrees idle to 60 degrees, but the gpu load in GPU-Z is zero. If I play 3D game like CSGO, the gpu load would be like 60% most of the time. So how does my computer handle it?

Tonga (R9 285 / R9 380/X) was the first AMD GPU with 4K decoding capabilities (H.264).

Install k-lite, its own video player will offload streaming to gpu shaders.

how about NVIDIA?

nVidia has supported 4K decoding since Fermi cards.

can see 2k level video use gpu but 4k pure cpu, but with player pure cpu 4k still pretty smooth not like other players include vlc.

Which port are you using? It could be because of support lists:

I think the restrictions between HDMI and DVI are the same. You might need displayport, though there are vram limitations, too. I presume I'd need a 2GB card in order to accelerate 4K because video ram doesn't drop below 400 MB at 1080p. Certain optimisations might apply that I'm haven't kept track of.

I think you are better off without AMD's UVD considering codec standards have improved substantially over the years. VP9 offers priceless quality for its performance impact, it is just phenomenal.
I have consistently better performance using MadVR renderer with VP9 than AMD HW-renderer and MP4(H.264). Maybe, it is forcing consecutive dual rendering; however the fact remains I can run NNEDI3=64 with VP9 and just 32 neurons with the hardware accelerated MP4. It looks horrible on its own, btw. Hail VP9.
