I always hold off updating for a few releases after a new GPU is released. It always feels like the first few releases are buggy and merely reacting to issues with the new card, while at the same type making the older products less stable.

You say that, but I've never once had an issue with Overwatch (1440 Fullscreen, Windows, CF and nonCF), and I upgrade drivers all the time.

I play at 4K. 16.7.2 I used to crash every games with CFX. Now I do not crash anymore but for some reason even at 70 fps locked it feels like a lot of input lag with Epic Settings. A lot of screen tearing also which is not normal.

I sold my loved RX480 8GB "91.5%" ASIC quality yesterday. I sold it for more than what I paid for it, and I upgraded to a GTX 1070 SC. The huge performance boost, and only having to add $90 bucks. I could not pass it up. Although, right now I cannot recommend a RX480 more then enough! THEY ARE PHENOMENAL CARDS!

That isn't the point. You say they cant make a good driver. Every driver I used in a variety of tests is a good driver. It is not a black and white issue.

Something else might be causing it. WoW favors nvidia for a long time now. However 390 shouldn't go down to 560 TI levels. Have you checked the system with LatencyMon on idle ? (the bar at the top should stay in the green during idle)

Probably due to DirectX11. Blizzard went whole hog on that backend for Windows. AMD sometimes has issues with overhead on that specific interface. And instead of embracing Vulkan, they're most likely going to use DX12 and Metal on OSX just to spite Valve/Google(which is dumb, but hey its Blizzard).
