Windows detects 2nd monitor even when off.

I have a a Dell P2417h and a Asus PA248Q and when I turn off the Dell, Windows 10 will still sense the 2nd monitor. It will show 2 monitor icons in Display Settings and I can drag my mouse beyond my Asus monitor. So my desktop space is still extended. However, when I turn off the Asus, Windows will no longer sense 2 monitors. Display settings confirm only 1 monitor. Is there a way when I don't have the Dell connected, Windows will only show my desktop space on one monitor and not allow me to move windows beyond it?

Seems to be how the monitors shut off is different and even though they shut off the dell doesnt cut the signal where as the asus one does hence disconnecting it, nothing you can do aside from physically unplugging it i believe.
