sorry I'm not caught up, but you didn't have the problem and now you do ? I guess the driver rollback isn't doing much for you... now that's friggin weird and unlucky.

As others have mentioned, 110W is the GPU's TDP (RX 480 GPU TDP). It is usually pulling **MUCH** less than that in my case.

I originally bought an RX 470 (Sapphire Nitro+), but had to return it due to a defect. But, I spent a few days putting it through its paces. Now that I have an XFX RX 480 8GB GTR, I can compare power consumption between the two, as well as performance.

Results are surprising... (these are full system power draw - over idle (120W), PSU is about 85% efficient in this region, so multiply the numbers by 0.85 and you will see closer to what the entire card is pulling).



Yes, the RX 470 used much more power than the RX 480. That's simply because Sapphire over-volted the efficiency right out of it (150mv too much...).

Knocking the voltages to where they should have been in the first place:



Both cards use almost identical amounts of power! The RX 480 is faster, but not as much faster as you'd expect given the additional hardware... just as much as you'd expect from the extra memory frequency if the card were scaling linearly with memory bandwidth (it does). In other words: RX 470 and RX 480 are badly constrained by limited memory bandwidth... which is causing hardware to spin waiting for data, which consumes more power.

In any vent, this is a massive improvement from the R9 290's power consumption:



The increase in power draw with the R9 290 is so fast it almost makes the RX 470 usage look like a flat line. I did not increase voltages for the R9 290, that's just how it looks at default - that card also would not accept an undervolt of more than 20mv - and that provided no observable improvement in consumption. Just as it should be.

Vega will probably not be using GDDR5 - which is good because we already know that AMD's GDDR5 controllers are very thirsty. My R9 290 can attribute about 50~60W of its power usage to GDDR5... by just clocking the GDDR5, at idle, from 150Mhz to 1250Mhz you will see 30~40W extra power draw. When the controllers are in use (memtestCL), the load goes up to about ~60W over 150Mhz VRAM idle. Of course, that's a 512-bit bus and 16 chips. The numbers will be better for the 256-bit bus and 8 chips on P10 cards, but we're still looking at 30W+ from the use of GDDR5. GDDR5x should pull that down to 15~20W, and HBM2 would pull that to about 5W. The GDDR5 modules are only a couple watts each under full load at full speed - about half the consumption is just AMD's GDDR5 controllers.

The issue seems to happen at some setups while most doesnt have it.

That people use geforce forums as evidence is laughable because of the huge number of cards that Nvidia sell.

I said the majority doesnt have any problems
And for the remaining people affected, its fixed in the upcoming driver

I have yet to run across anyone in game that has any problems with their 1070/1080, the only place to find people with issues is in forums. I was one of those people for the first few weeks, I didn't have any troubles until I updated my driver and now I can't get rid of the problem.
