I think you've hit the nail on the head.
As with Nvidia and AMD Radeon, they release comparisons in benchmarks that make their tech look way better than the competition.
Why would this be any different. They are gunning for Broadwell E....in certain operations but possibly not as a whole.

The throughput of the zen architecture can decode, schedule, and retire floating point operations at a faster rate than Haswell can because it has some wider resources in the FP area in comparison to Haswell. I would go dig up the math showing such based on solid information from what the compilers tell us but I dont have time right now. They are buried in some thread in the rumors section. I think the thread was called something like "zen to have 40% more IPC than Excavator" or something like that if you want to go try and find it on your own.

EDIT: I am still just reading through the Anand article now and I see they make mention of the wider core area of the floating point section as well:
