You have that backwards, the GPU load is being -increased- from 30 to 100% when i set shadows from level 1 to 2. If it were the other way around like you said it would indicate a CPU/API bottleneck

It's impossible to have 100% GPU utilization on World of Warcraft, especially on raids and Ashran, simply impossible.

Although once Shadows are created by enabling the setting I can see how increasing the shadow resolution, say from notch 1 to 2, can generate more GPU load without increasing drawcalls, it's like when you have a CPU bottleneck and you increase resolution thus increasing GPU usage while staying at the same framerate from 1080p to 4K, but 100% usage? That's nonsense, go into a main city like Stormshield and see that GPU utilization going back to 30% because of drawcalls unless you're running 8K + MSAA X8 + Super Sampling, at which point the API chocking on drawcalls will not bottleneck hard enough to meet your GPU bottleneck of 5-10 FPS at 100% usage, now think of this:

Shadows on disabled don't increase drawcalls, thus performance is at its peak, GPU usage at 70% on low to mid population areas.

You enable shadows on notch 1, drawcalls are created for every asset casting a shadow, GPU usage goes to 40% because of this, framerate tanks as well.

NOW you enable/increase shadows to notch 2, drawcalls stay the same but shadow resolution increases, GPU usage is back to 70% usage but on the same FPS.

See how it goes? This is not a bug, it's way more complex than that, it's the way DX11 behaves, it all depends on weather you're in your Garrison, Ashran, a RAID or basically it depends on the scene, which in World of Warcraft have titanic variances.

Patch 6.1 introduced Volumetric Dynamic Shadows that can be casted from any direction, so that explains your experience.

"Last but not least, there's a new lighting option, too, which illuminates game features around lanterns and other light sources, further improving image quality." Shadows are now casted from multiple directions = MOAR DRAWCALLS.

Absolutely nothing Blizzard can do to fix it except for gimping assets, Polygons and/or shadows, which is basically the same as lowering shadow quality from the settings, or disabling shadows altogether.

They should switch from DX11 to Vulcan. It would improve compatibility and reduce draw call problems.

That it would. No need to remove dx11 though, WoW still supports dx9 since they added dx11 support like 7 years ago

there are significant performance gains going dx9 to dx11 (which is much less beneficial than vulkan) and also between the nvidia and AMD drivers (which have different cpu efficiency, draw call performance) so there's about as much evidence as you'll get that the game will scale well without being able to dig under the hood.
