How to tell what is bottlenecking your system?

So I built a PC for a body of mine running a GTX 1060 and an I3 6100, the game runs Paragon max settings 1080/60 and even at 2k/60 with settings on high, however it runs PCars on medium settings 1080/60 and any higher and the frame rate drops, the CPU load is around 80% but the GPU load is around 70-80% as well. I've been told so long as the load isn't 100% then there's no bottlenecks but I've also been told that when gaming if your GPU isn't 100% load then ur CPU is holding it back, which makes sense. So which is it or am I completely wrong?

While running PCars, the Physx may be set to run on the CPU rather than the GPU which supports it. See whether in the Nvidia Control Panel, the dedicated Physx processor is the 1060. Apart from this, I'd have to think it maybe a driver issue but the i3 Skylake is definitely capable of not bottlenecking modern cards especially if the game is GPU dependent.

with vsync off most games will get 99% gpu because of max framerates

with vsync on then gpu usage should be less depending on the game off course

maybe it is time for a real 4 core cpu, but i would say you are ok with no bottleneck at all, just some crappy game

Well I know PCars (like other racers) is pretty CPU intensive but I'll check to see if I can change the dedicated Physx processor.
