You found the cause. Nvidia will solve the issue tomorrow. Good job on them identifying it was the Antivirus after 3.5 months. Meanwhile:
GTX 1060 underperforming, bottleneck / DPC Latency, latest drivers
Zotac GTX 1070 AMP! Edition - Micro stuttering and freezes - guess still latency problems
GTX 1080 DPC Lag in BF4 (Video)
GTX 1080 High DPC Latency and stuttering

Ooh, and do let me know, and I'll submit you fresh threads that pop up tomorrow

hello I have low fps in csgo 40-70 with R9 380X. before i have HD7850 but i have 250fps in the csgo
black screen on GTA V
RX 480 freezing randomly
RX 480 DisplayPort behavior
RX 480 Random Black Screen on Idle Desktop
AMD radeon hd 7700 suddenly has no hdcp support

Good. So, what is the problem that I or AMD should be looking to fix unlike Stuttergate in my links. Do let me know if you have the issues found and I'll ask AMD to get back on it ASAP

Interesting. 2.5% discrete gain for AMD is pretty impressive.

Discussion at Hardocp seems to indicate that press release came from AMD themselves.
