How come the Nvidia Control Panel vsync settings don'twork with Borderless Fullscreen games in general, but they do work with borderless UWP games?

I just realized this. I have two "major" UWP games - Rise of the Tomb Raider (DX11/12) and Quantum Break (DX12) - and they both work with the Vsync settings from the Nvidia control panel.

However, the Nvidia control panel vsync settings doesn't work with borderless fullscreen games otherwise, be they in DX11 or DX12.

Anyone know the cause of this anomaly?

PS: I also tested Hydro Thunder Hurricane (UWP) but this one doesn't respond to the control panel vsync settings.

Windows Borderless is the same as Windowed mode - except the whole screen is the window instead of a part. In this mode Windows is in charge of presenting what you see from the video card. You can't control VSYNC to just a portion of the screen, even if the portion is the whole screen - if that makes sense.

I'm not positive that this is the case, but its an educated guess. Open to being proven wrong.
