Can I start a computer without the cpu?

So long story short my AIO leaked and at least fried my mobo, the green power light of my ASUS z-170a turns on but won't even attempt to start. I already tried another PSU and that didn't work. I test the power button but even shorting the two case power pins wouldn't start it. So now I ordered a new Mobo but I have to wait a bit for the new heatsink to arrive since I obviously can't use the leaking one, but it would be nice to at least be able to test that before hand.

I know it won't post or go to bios, I just need to see other lights/fans turn on for just a second.

The board will not even POST without a CPU installed. You probably will get it to power up and make some beeps and it may stay on repeating the POST beeps for missing CPU. Even if it does that it wont be on for more than a few seconds and I would not recommend it at all.

If all you are looking to do is test the AIO you can jump start the PSU by bridging the pins in the main power connector. I have never done it. but it should be the GREEN and the BLACK wire near it.

Got ya man, I'll wait for the heatsink.

Also just to clarify, I didn't need to test the aio, i know it's leaking. I am troubleshooting if it's the mobo/cpu or both since it will not even attempt to turn on. I was just seeing if I could dry run the new mobo and see if it would turn the fans on but it seems that its not a risk worth taking.

Yeah personally I would wait for all the parts to come in then you know for sure what you are dealing with.
