Question for GTX 1070

I intend to buy a gtx 1070.
I am currently at 1080 but have plans for upgrading to 1440 next year.
This is my first high end GPU card and I have read many topics to advance my knowledge.
Still, I am a bit confused on differences between cards of the same brand.
I intend to water cool GPU, so I believe I have a good margin for OC.
I haven't OC GPU in the past, but I have the confidence I can do it.
My question is this:
Should I go for the cheapest 1070 I can find or try to find a better, slightly "pushed" 1070?
Can the OC's by the users beat the OC's by the brands?

First of all start with just buying the card and try to oc it, then you can update with watercooling and all the jazz. If you already have some sort of gaming graphics card, try and overclock that. If you are going to buy a gtx 1070 and plan to watercool it, I would choose a reference card for a cheaper and a wider range of block options for the card. Of course you can get one of the expensive cards with a better than stock cooler and massiv vrm (power delivery), if you choose so check block options first for compatibility, but in most cases you will not be able to get much more out of the card, unless you plan to LN2.. which ofc has no real world application. Thanks for your answer.

So the other parameter for a good OC margin, apart from heat dissipation, is good VRM.
In the case of more expensive GPU, with better VRM, OC margin is very very small.
So with cheaper reference GPU card, I should be OK.
