Budget photo and video editing AMD FX-8320 or something else?

Looking for some advice for the best budget option. My dad will mostly be using lightroom and windows movie maker for splicing together videos from his Nikon d750 (not 4k). No gaming and probably no OC.

He wants to stay under $1000 CAD for a tower or less if possible. I'm thinking I should go for an AMD FX-8320 for better rendering times(?) over something like an i5-6600, since hes not going to game so he won't rely so much on single core performance. I've also considered spending more and getting a i7-6700 as well since the tower probably won't see too many upgrades in the near future, but I'm not sure if that will be overkill.

windows movie maker is only single threaded so would benefit from the fastest single core performance (Intel).
When I had my old 8350 Mediacoder was the best and using all the threads of the CPU, But its only really good for encoding not editing. Id use Vdub to edit then just quick encode with hardy any compression and use Mediacoder to finish off encoding to a good compression.

lightroom will make use of the cores on a FX8320 tho but it will only be around the same speed as the I5.
