Zotac 970 4GB stuttering during games

Hi everyone, semi-new here, was here before to get advise on monitors and after getting my new monitor, a new issue has arisen! Now its my games freezing for a few seconds that is in my way. This is completely unacceptable as I play all my ARPGs on hardcore difficulty (Once you die, you have to restart everything) so you kinda know my annoyance.

I recorded my gameplay while playing Heroes of the Storm just because its safe for this kind of stuttering to happen so that I can show you what exactly happens.

It is important to note that this issue never existed BEFORE getting my 3rd monitor, I am suspecting that it is my PSU issue, but I don't want to dive into a new PSU just to realise that my issue is still here. Also it makes no sense that its a PSU issue but I might be wrong, am a complete turd when it comes to PC

Without further ado, here are my PC specs first. Disclaimer : I built this pc myself if you are wondering what rubbish parts are these

i7-4790k @ 4.36ghz
32gb RAM
Zotac 970 4G
Hitachi 500gb HDD
Samsung 840 evo 250gb
Samsung 850 evo 500gb
Asrock z97m Pro 4
750W PSU, forgot the brand, its 5 year old now.
Some old ass disk drive

If I left any important information out, please let me know as it is late here and i might have forgotten some stuff.

Monitors
BenQ XL2430T
AOC 2343F
AOC 2370S

This issue also happened while I was still deciding to buy BenQ XL2430T, in case you were wondering if its the 144hz screwing with it. Was using AOC 2343F, AOC 2370S and AOC 1649fwu (usb monitor)

GPU usage drops to 0% when the freeze occurs, I lost the screenshot of MSI afterburner but the graph showed the usage drop.



EDIT : Bought a 1070 to combat this issue, issue still occurs. Now using Benq XL2430T, AOC 2370S and AOC 2343F. No longer using the USB monitor

Does with happen when you have 1 monitor connected?
Would be helpful to know the PSU you have.
To make things easier its best to disable any overclocks.

Check antivirus. Sometime AV will scan game files as they are processed, causing major stutter.

Dont have anything overclocked. It didnt happen when I had 2 monitors connected for the longest time possible. Only when I got a third then this occurred.

While I'd guess it's CPU related... I have to wonder if there couldnt be an issue with 'AOC 1649fwu (usb monitor)'. I've read that USB displays can cause major performance issues - example review from a quick google search: http://www.tomshardware.com/reviews/usb-graphics-adapter,3006.html

I am no longer using the usb monitor so nope, don't think so. I had CPU loads at 100% or 20% and this still happened (I run multiple VMs, tried switching them off to see if it helps). The recorded video is with VMs off

It's windows defender. I remember a stutter problem with Diablo 3 where I had to disable microsoft security essentials while I played. Microsft security essentials is now labeled Windows Defender in windows 10.
