Actually when you factor out the 4.2->4.5 clock speed bump, the IPC gain is 0%, All the performance gain came from the clock speed bump. So we can't judge how much a upgrade over skylake it is until we know how well it overclocks compares to Skylake.

Try (151.94/140.88) *(4.2/4.5), that = 0.99 something

This looks like a refresh of Skylake with a higher clock-speed, similar to what Devil's Canyon was.

That performance boost is about what you would get from overclocking the 6700K to 4.5GHz from it's 4.2GHz Turbo, as said before in this thread.

Same stuff Intel has been doing for a long time now, most of the performance actually comes from the clock speed bump rather than IPC except in certain very specific scenarios.

Considering Skylake is Haswell on 14nm and a DDR4 controller I'd really rather take that 5820K over the 6600K or 7700K.
