When I buy CPUs, my number 1 deciding factor is how many nanomiggles the hardware is fabricated on.

IBM did it first. Then GlobalFoundries was paid to get IBM's Foundries and Employees.

Except EUV is not commercially viable for volume production for Intel, TSMC, Samsung, etc. Sure for IBM on very limited quantity and R&D but not something you or I will put in our PC. Some day.

Most missed Hermes Microvision buy out which was implied to speed up EUV.

This will support the ramp of ASML’s EUV platform, set to be used for volume production of semiconductors starting in 2018.

GF has said for a long time now they plan on skipping 10nm and going straight to 7nm, so this is more of AMD needing to use whatever node GF decides to use than anything else. Anyway, we have know this for at least a year.
