Getting new monitor soon, have some questions

Ok so, I have a modest budget of about $500 canadian for a new monitor. I've been looking at some monitors and such and I have some questions.

So I found this monitor (at best buy of all places) http://www.bestbuy.ca/en-ca/product/samsung-samsung-28-4k-uhd-60hz-1ms-gtg-tn-led-freesync-gaming-monitor-u28e590d-black-titanium-silver-u28e590d/10383477.aspx?path=aeb33a17dc3952cf2dcfe3331afbaf5ben02

I was wondering 2 things about it. First, obviously I can't use Freesync with a 980ti, but could I set a refresh rate, ie: I get a choice of 60,75,100,etc? Second, if I get a choice, would lowering to 1440p give me the option to set a higher max refresh rate?

Also, this is a general 'What monitor should I get' thread. I know I want minimum 27", higher refresh rate would be nice for titles like Diablo 3, 1440p resolution is a must.

Nope your refresh rate would be 60.

lowering your resolution wouldn't net you higher refresh rate.

It's like lowering a 1080p monitor to 720 res to get more hertz its not possible.

you want gsync? high refresh rate?
Small wonder.

Yeah that makes sense. I was thinking about it differently.

Yeah g-sync would be cool if it wasnt extremely expensive.

You may want to shop around. The specs you want do carry a heavy price. http://www.144hzmonitors.com/best-gaming-monitor-2016/

I mean I don't need 144hz, or even 120, would be nice though.

Yeah that sounds about right. Like I said higher refresh rate is a bonus and higher resolution is a bonus, but not needed. Hence why I posted that samsung in my op, seems good for the price.

Thats a pretty good option. I can get it at costco for like $400. But would it be worth it to get the samsung for only $50 more?
