Bricked CPU. Strange death

I just got a new board and I have the same error as the old board.

Its either the CPU or PSU, the thing is I took the CPU to a store and I was told it works which may or may not have been true because I didnt see it myself, the reason I doubt it is because with No RAM and only the 12v ATX power plug connected (not the 2x4 pin) the fans spin with QCode 00. If it was the PSU I heard the fans wouldnt work?

So yea I am kind of confused here.

Managed to find a different PSU and it was the same problem. I also double checked for shorts.

Well I wonder if the overclock killed it. The lead up to this:

CPU was never under load, started off with an ME FW error, ME version showed 0.0.0.0 computer wouldnt overclock so I flashed the bios as recomended and it showed the new ME version but the cursor in bios was lagging and some menus wouldnt open.

Rebooted and thats when error code 00 started and ofc I backed up windows as soon as my bios started throwing an error.

Well either my ME FW got corrupted for not applying the hotfix or the overclock killed it in some very strange way.
