But this sounds like you're you suggesting this new XPS with 6560U doesn't throttle. Check out a few reviews - it's absolutely terrible! It might not thermal throttle if you repaste it, but it absolutely TDP throttles to the miserable 15W, with ~9W for the GPU and only ~6W on the CPU when gaming - giving it a performance close to a Core m CPU.
If you want performance there's no real competition here - the higher TDP machine will invariably always win.
The 6560U even under optimal conditions doesn't have a chance against even the cheapest 6300HQ in the T460p...
One of the reasons I'm still on a T420; no new laptop has significantly beaten the sustained performance of the 45W Sandy/Ivy quad cores in laptops.
I would wait for the coming Kaby ULV quad cores if you really need power; or if you need massive performance wait for the Kaby
EDIT: Coffee Lake mobile Hexa cores.
