The problem with bugs in an alpha release is that almost everything is temporary. The majority of bugs will be fixed automatically with future updates, and temporary fixes are time consuming. That's why games in "alpha" state normally look completely broken, they only need enough functionality to prove that the final concept is possible, and everything else is virtually irrelevant.
The best use of developer resources is to make Star Citizen just barely playable at any given point until final release.

If people want to do valuable bug testing they should look at the Known Issues list (https://robertsspaceindustries.com/faq/liveknownissues) and go validate bugs that are not on that list in the Issue Council (https://robertsspaceindustries.com/community/issue-council).

That's interesting, I though star marine and arena commander are just test beds. As in when the PU launches both of those will cease to exist, because they'll be integrated into the PU.

I think that was the idea at first. It seems a lot of people want this "arcade" part to the game. I think keeping Arena Commander and Star Marine in game will be a good thing for training purposes, testing guns, ships, etc. Plus, it will be something to do until the game is fleshed out a bit more.
