Asus X99 5-way Optimization Problems

Anyone here with experience with Asus x99 motherboard features, namely the 5-way optimization?

I am using X99 Deluxe II, and the only guide I could find is for Z97 platform:
https://www.youtube.com/watch?v=tSz4qydUL2c

But I am not getting any results. Its stuck at +13% and not moving for hours.
Warning: Spoiler! (Click to show)

I am noticing that the maximum (V) is 0.965v. My understanding of the OC process is basic but I thought it should be going up to >1.3?

I can increase the maximum from the 5 way optimizations panel but this is not how it is presented in the video above. And frankly I do not want to be messing with these settings on a hunch.

Any ideas?

Five hours later, it is still stuck at 0.965v.

I followed the exact same steps as the video but for some reason that 5-way optimization does not take the voltage above 0.956v. headscratch.gif
