This is a CPU management problem. Not a DX12/GPU problem.
The stuttering is caused by the Drivatars. It doesn't happen at all when you go online, where there aren't any Drivatars.
This eventually ties in with gpu threads, consoles based on AMD GCN architecture can go for even 48 work spaces from the cpu. It could lead to potential momentary overloads, but that is a tradeoff between one bottleneck(cpu ipc limit) to the next(gpu instancing).

It works fine for my 1080, my 4 1070s, and my 1060. But some guy a few posts above don't think the fan could be manually controlled on GTX 1080s. See quotes below.

1 isn't just on the reference cards? I never have good expectations on reference cards from either camp. They aren't exactly made with the best quality in mind.
