It has nothing to do with "frame latency issues". Older CPU's simply take longer to perform tasks.

I would love to see a theoretical benchmark with one video card, say a 1080, and multiple CPUs with theoretical speeds beyond what we have now. For instance, could it be possible to run a demanding game like Crysis 3 at 240 fps at 4k with a 1080 if you had a theoretical CPU that was 100x faster than what is available today?

Doubt it.

The GPU still has to do most of the heavy lifting. A 100x faster CPU would only make 100x shorter its share of the work.

Ya single core for me is around 5900.  But my ram is garbage.  Im betting if we got some ram like 3400mhz cas 14 our scores would be higher for this specific benchmark.

Do CPU heavy games benefit from say a stock 4.0ghz i7-6700 vs a 4.4 or 4.5ghz OC'd 6700k? in same exact rig, how much more FPS would you see on the oc'd 6700k? just curious.

This guy gets it. Tired of Intel selling us Desktop enthusiasts higher cloaked Mobile chips. Remove the IGPU and replace them with cores, and no segmenting that into the workstation environment does not count.
