Yeah, no doubt it's optimal for Razer's RMA department but why would they make a Youtube video bragging about it?

It's been that value for all of their mice for several years. They didn't do anything at all.

Razer's contract manufacturer uses 8ms for their mice(There's other values used by the same CM for other brands). That value may be set at 8ms but due to polling would show up as 9ms. So both 8ms or 9ms are correct in this case.
