It is an 8-ROP gpu with a severe memory bottleneck limiting effective clocks to 600MHz. What seems to be missing is an appreciation for the A8 7600 series. They are plenty sufficient and more in tune with the design limitations, imo. Your cpu seems to be working correctly.
@7850K is referring to Msr Tweaker command prompt utility that changes P-states without conflicting with GeAPM monitoring, I believe.

it's 3.5ghz and the throttle can be easily disabled. But your other points are true.

The 65W APUs actually drop the CPU clock lower than the 95W counterparts.

As long as AoD works, you're fine. It's kind of a headache having to use software but whatever.

The temps you're seeing are thermal margin, which is the only truly useful information you can get from the APU's temp sensors. Thermal margin is an arbitrary measurement of how close your CPU is to an unsafe temperature level. The higher the number, the better (when it is measured properly anyway, some utils measure it "backwards" with 0 margin being good and 70-80 margin being bad).

You are running DDR3-2133 CAS11 in that screenie. Take the RAM clockspeed and multiply by 2 for the DDR3 speed.

Awesome guys you guys always seem to help out a lot on here idk if this counts for anything but I got my iGPU to 925 stable at stock voltage from NB. Played battlefield bad company 2 for 30 mins and cs:go for 1 hour no issue I will post back with final results on all over clocks. The following is what I'm shooting for...
CPU: 4.3 - 4.5ghz
NB: 2000mhz
Ram not to worried can stay at 2133.
iGPU: hopefully around 1000 or 1100mhz
And if my temps get to high might move to water cooling
I am also going to be picking up a GTX 1060 3gb or 6gb not sure what yet and when I get my 1080p or 4K monitor I might go with water cooling and overclocm as well my house but that's 3 months or so from now.
