XFX R9 390 Green lines, could it be anything other than GPU?

So I traded for an XFX R9 390, got my new ram yesterday, was all excited to install it and be done with the build (temporarily, at least). I popped in the ram sticks booted it up and started seeing these green lines all over the screen, and it eventually goes to a black screen. Prior to this everything worked perfectly. I thoroughly tested 3 graphics cards I was selling in the last week before installing this 390 so if there were any other issues I should have noticed them then. The ram is brand new Corsair Vengeance LPX 2x8gb 3000Mhz. I have tried each stick in each slot twice with identical results. Cable and screen work fine hooked up to my Macbook. Have used DDU to reinstall drivers twice. Unfortunately I do not have another PC or GPU available to swap. I am thinking it has to be the GPU, but I am looking for any other ideas before I contact the person I traded with.

Contact the person you traded with asap. GPU definitely looks defective. If those lines were present in only windows or when drivers were loaded it could be something else, but you have artifacts in the pre-bios screen.

Only thing I can think that you could do is make sure the heatsink on the card properly. My 290 used to give me similar artifacts (they were purple), removing the cooler and putting it back on fixed that problem.

Short of that, contact XFX to see if they can warranty the card or anything.

If contacting your seller or xcx leads now where I would head over to the bios modding thread to see if it is to little vcore in boot state and if that leads no where you could go to the bake your graphics card in the oven thread and try that is an last ditch effort. Beat of luck with whatever happens any way.
