From my experience in using a Router at a University, specifically in a dorm environment, packet loss is almost always an issue, as I had to deal with about 50 other people and their routers in the dorm.
Another thing, I am not familiar with the Dongle you listed, but after doing some searching, the reviews seem very positive for it. Unless it is damaged, I don't really think the dongle is an issue.
That being said, I think we need a bit more information.
- Are you in a large dorm environment/apt/etc?
- When scanning for WiFi networks, do you see a lot of other Access Points listed?
- What router are you using?
