6950X issue, is this normal?

I am trying to overclock my 6950X with a Rampage V 10 motherboard. The issue I'm having is at 4.3ghz 1.252v it seems to run fine on stress testing and benchmarks, but when I play games my fps fluctuates like crazy. If I run at stock clocks or turn turbo boost off my fps stays consistent. My overclock has sync all cores on as well. I've noticed if I run the marked core 1ghz or greater than the rest of the cores my fps stays stable. If I run all cores the same clock the fps fluctuates again. Is this normal or am I missing something?

That voltage seems very low.... are you sure that's correct?

Yeah, I ran real bench for 4hrs with it. Right now I have all the cores at 43 and the marked core at 44. If I set all the cores the same is when the fps fluctuates.
