Mounting the whole drive assembly on rubber is probably the best you can do if the normal cages aren't working out.

In theory not much slower. In practice however most external drives suck. The problem isn't so much the drive itself but the controller and enclosure that is coupled with them. You could get around this by building your own enclosure and using a known good controller.

There are UHMW (Ultra High Molecular Weight polyethylene) self adhesive strips available that are 1/32" (about .8mm) that are popular with woodworkers for use to make wooden drawers side in and out more easily. I used some to take up the slack in a HDD cage a while back; you can see it here, starting at post #164.

Woodworking websites should have the slick strips (I got mine from woodcraft.com but I don't if they will ship across the pond) or you might find them on some place like Amazon or eBay.

I got a roll on Amazon for some projects. Little pricey but it's what i could find with quick shipping. That was about a year ago but I imagine it still applies.
