AMD 7970 and a tale of a scre up

Probably had this issue for a while but just now figured out what's the problem.
My fans aren't working on my graphics card except when I manually put them on 100%. After that I can move them down to 85% but below that they go off, if I first try to put them on 1-99% they won't go on (usually, sometimes they do at random speed).
I've been wondering for a while why my graphics card was overheating, 80c sometimes when watching a movie, usually 50s at idle but in games it's at 80 and I figured out the fan I heard was only kicking in when it reached 85 or something. In the programs fan is shown to work, it goes up and down with temperature but it's actually not working at all.
I have had it set up on 1c:1% in msi afterburner and it worked for a while but I don't recall when this started happening, probably been a while lol.

I uninstalled drivers (with tool), I reinstalled different ones, did it all in safe mode but fans are still off.
What should I do?

As for the tale: as i was pulling the graphics carx out slowly the pciexpress plastic came off with it and now pins are exposed. If I try to put it back it will probably bend and if I power on pc im afraid it will short circuit
So I need new graphics card and mobo now, probably cpu while at it and some more ddr.
I can put graphics card in another pcie slot but then no space for sound card, and at same time if its not software issue for card then I need new one and while at it new mobo etc as I said above.
My specs are in sig so any advice on what to do, besides planning a new build that I cant afford now and wasn't meaning to do till 2018 probably? And I usually sell of what I have which now ill be happy if I get anything for it

Edit: It works in my other pcie slot, although it's x8 one but the fans still don't work. I'm pretty sure I'll have to buy a new card and while at it since I ****ed up the mobo... Will figure out a new config when I wake up, wasted whole night on this now

looks like by what he said something like this happened..


which i imagine would be very fixable with a little bit of time.. and surely cutting the pins off would not have been needed..

also as far as the fans go.. they might just need lubed up.. can you spin them freely?

MSI 7970 should still be under warranty.. if you sent it in, MSI would probably give you back a r9 380.. thats what they just did to me.

Yeah that happened and i kept trying to put it back for an hour, some pins bent a little and instead of raging I spent few more hours online and 99% places said it's not fixable

Also honestly, I was on edge of upgrading and just needed a trigger.
As for my 7970, warranty was for 2 years and it expired around april for me so no luck there
