The tablet itself wasn't too slow for day to day use, and everything else was perfectly functional.

Nowadays I just do everything I did on my tablet, on my phone.

I certainly understand this thinking but for me the phone is just too small to be able to enjoy anywhere near as much as my iPad Pro, and I've had the Note 5 and 7 which are among the biggest phone screens available at 5.7". The iPad is really just about as small as I can accept for entertainment purposes given the choice. Of course when I'm at work or out and about I can get by using my phone since its all I have but when I have access to my iPad I will always use it over my phone.

The Suface 3 looks great, as a first tablet.
An upgrade prospect it's just another mid-range tablet from a year and a half ago that performs in line with anything else on the market at the time.
It's uncanny how well aligned virtually every product on the market seems to be.
It sounds like 2017 is going to be the big year for refreshing tablet lineups.

I'm a huge fan of the Surface and Surface Pro but for me personally they are just too big and heavy compared to my iPad Pro 9.7". Maybe its just me (I don't know how much either weighs off hand, but when testing both out in the store I definitely felt the Surface was bulkier and heavier than the iPad Air 2 or Pro 9.7". The flip side is the regular iPad Pro, which has the beautiful 12.9" screen but is simply too big and heavy to hold for long with one hand. If I needed more productivity out of a tablet I would absolutely go with a Surface or Surface Pro.

Tablets the size of A4 paper or so are getting way too big. B5 paper sized tablets seem like the sweet spot and most likely the smallest you can go with a 15W or 28W Intel.

The Core M parts can probably go down to A5 sized paper.

I know I would love to see an 8" Surface.
Steve Jobs hated the idea of the 8" tablet, but it turned out very popular. I'm betting Microsoft would see similar results if they try it.

I think that's the main point. Modern day businesses expect infinite growth. There's only so many people out there that can afford to buy a device and they won't all keep buying them as the come out like one time use moist wipes. PC manufacturers are starting to learn that the hard way. Even smartphone buyers are cooling on the idea of planned obsolescence of buying a new phone every year.

The problem with that is what the surface is used for, namely ms office. Screen would be too small and the keyboard virtually useless

I'm 90% of the way to touch typing with a keyboard cover on the iPad Mini, and the only reason I don't go full out with that is I prefer Dvorak on a full size keyboard because it's less stressful for my wrist.
Saying 8" is too small for productivity is the same logic Jobs had, and he was wrong.

I don't think comparing ultra-limited devices like iPad or any with iOS, to a full-blown laptop is reasonable. Surface devices are vastly superior to all tablets and most laptops.
