Actually, I am going to answer the exact question your posed in the thread title. The Enermax cooler specs state that it is 16-26 dBA. Nowhere in those specs does it state how that figure is arrived at, nor is there any regulation to stating noise pecs in the industry. Is it 16-26 dBA at 1 inch, 1 meter, or 1 mile? As @doyll already stated, that measurement was likely the measurement of fan noise in unrestricted airflow, likely not of the cooler itself.

The lack of regulated testing procedures for noise makes these "specs" an absolute farce and are completely misleading to the consumer.

You can not imagine how much I am tired of giving money to these crooks.
I spent 65€ for the case and 50€ for the cooler.
